GlaxoSmithKline statement on launch of the partnership for prescription assistance

At GlaxoSmithKline we are committed to ensuring that patients of limited means have access to needed medications. Our support of the Partnership for Prescription Assistance program -- a groundbreaking nationwide initiative aimed at helping qualifying patients who lack prescription coverage get their medicines through the public or private program that is right for them -- is further evidence of that commitment. We are proud to join with the biopharmaceutical research companies, health care providers, patient advocacy organization and community groups that today are launching the Partners hip for Prescription Assistance program.

GlaxoSmithKline’s commitment to helping those in need access the medicines they need is unwavering:

- GlaxoSmithKline was the first company to create a senior savings card - the Orange card - which offers a way for Medicare eligible seniors without a drug benefit to save 20-40% or more off their usual pharmacy price on our medicines;

- GlaxoSmithKline has one of the most generous patient assistance programs in the country – a program that last year provided over $372 million in free medicines to more than 475,000 low income men, women and children of all ages;

- GlaxoSmithKline was one of the founding members of the Together Rx card program which offers savings on more than 150 medicines from 7 different pharmaceutical companies. To date, more than 1.5 million patients have saved nearly $800 million on their prescriptions using the Together Rx card;

- GlaxoSmithKline has championed the needs of the uninsured and in 2004 became a founding member company of Together Rx Access, a free savings program that helps eligible participants save on over 275 brand-name prescription drugs and other prescription products, as well as savings on a wide range of generic drugs; and

- GlaxoSmithKline has collaborated with a number of individual states on initiatives that enhance access to medicines and foster good health and wellness, such as: the North Carolina Community Cares program that provides disease management and other health support for Medicaid patients; the Virginia Rx Partnership program a non-profit, public-private partnership that removes barriers to affordable medicines for Virginia’s uninsured patients and the Golden Buckeye program that makes Orange Card point-of-sale savings on prescription drugs available to eligible Ohioans.

While these programs are extraordinarily beneficial, the fact remains that we must continue to demonstrate what we know to be true – that pharmaceuticals save lives. That refocusing the national debate about healthcare on investment in prevention, better management of chronic diseases and continued investment in innovation is the only option we have for managing health care costs into the future.

GlaxoSmithKline’s participation in the Partnership for Prescriptions Assistance, keeps us true to our company’s stated mission of helping to improve the quality of human life by enabling people to do more, feel better and live longer. GlaxoSmithKline: A COMMITMENT TO ACCESS TO MEDICINES

Savings Card Programs

Orange Card: The industry’s first senior savings card

· The Orange Card is for seniors and the disabled enrolled in Medicare who have annual incomes below $30,000 single/$40,000 couple and are currently without public or private insurance coverage for prescription medicines.

· The Orange Card is designed to provide an average savings of 30% per prescription off the usual price eligible seniors without prescription drug insurance pay at their pharmacy. These savings could exceed 40% depending on the pharmacy's usual and customary price and the prescribed GSK medicines.

· Enrollment in this program is free and only requires that patients fill out an easy application form. Physicians do not have to sign or validate the application.

Patient eligibility is self-reported and processed by an independent third party.

Once your eligibility is verified, the program will provide significant savings on virtually all outpatient GSK prescription products. Enrollment for the program began November 1, 2001.

Together Rx: Prescription Savings Program for Medicare enrollees

· Since the Together Rx program began in 2003, nearly 1.5 million American patients have participated in the program and realized savings of nearly $800 million.

· Together Rx is a prescription savings program that offers a free, easy way to save approximately 20-40% off the usual pharmacy price on brand-name medicines and, in many cases, much more, depending on their prescription and pharmacy.

· The program will last until the Medicare prescription benefit takes effect in 2006.

· Patients can save on more than 155 FDA-approved medicines. And some pharmacies even offer savings on generics.

· Together Rx is open to Medicare enrollees who have no other prescription coverage and earn less than $28,000 for an individual and $38,000 for couples.

Together Rx Access: Prescriptions Savings Program for Uninsured Patients

· The Together Rx Access™ Card is a free, easy-to-use card that provides meaningful savings on a wide range of prescription products at the pharmacy counter to uninsured Americans who meet income eligibility requirements.

· The Together Rx Access™ Card provides meaningful savings * on more than 275 brand-name prescription products, as well as a wide range of generic products.

Together Rx Access™ cardholders realize savings instantly at the pharmacy counter.

· More than 275 FDA-approved prescription products, as well as a wide range of generics, from 10 major pharmaceutical companies are included in the Card program, including dozens of medicines used to treat diabetes, hypertension, high cholesterol, cancer, allergy, asthma, arthritis, and depression, which are among the most common conditions affecting Americans.

· 98 percent of pharmacies nationwide now accept the Together Rx Access™ Card and pass 100 percent of the savings being offered by the member pharmaceutical companies directly through to the cardholder.

Bridges to Access: Assistance for low income patients Commitment to Access: Assistance for oncology patients

· For indigent patients, GSK’s Bridges to Access and Commitment to Access programs are among the most generous patient assistance programs offered by any company in the pharmaceutical industry.

· In 2004, GSK’s Patient Assistance Programs provided $372.5 million (WAC value) of out patient medicines to eligible low-income patients residing in the United States who do not have prescription drug benefits. GSK helped more than 475,000 Americans obtain their medicines through this program last year.
